open an issue on a github repository from a workflow

Inputs:

  • title: Issue title
  • body: Issue body text
  • labels: Issue labels
  • pat: Personal access token
  • repository: Name (plaintext) of this repository. Can be used as a variable
  • owner: Owner of the repository (and presumably of the access token)
